This isn't chrome specific issue. this happens in firefox as well. I think URL fragment doesn't update when we scroll. e.g. for me it's stuck at hash=#2-12 at it resets to some sections above if I refresh.
Workaround:
I noticed that if I select heading from left menu then url fragment is correctly updated so I do that before leaving the reading and it resumes from that same heading next time
