Inconsistent state in locations in API (json data)

I have these:

"location": {

"now": {

"city": "Canggu",

"state": "Bali",

"country": "Indonesia",
…

and

"previous": {

"city": "Ubud, Bali",

"state": null,

"country": "Indonesia",

so for Ubud ‘Bali’ is a part of the city and state is null, but for Canggu it’s a state. Should we align these perhaps? Thanks.

    Yes, the city db has state, but trips db doesn’t, adding now and will make consistent

    also state can be both nullable and empty?

    e.g. da nang:

                "city": "Da Nang",
            "state": "",
            "country": "Vietnam",
